根据《中共广州市天河区委办公室广州市天河区人民政府办公室关于印发〈广州市天河区人民政府职能转变和机构改革方案〉的通知》(穗天办〔2015〕1号)，设立广州市天河区商务和金融工作局(简称区商务金融局)，加挂区旅游局牌子，为区人民政府工作部门。 (一)贯彻执行国家、省和市有关商务、旅游和金融工作的法律法规和方针政策。 (二)落实市商务发展战略规划，推动全区商贸业发展;负责监测分析全区商贸业运行情况，统筹协调商贸业发展中的重大问题并提出意见建议;指导商贸流通业业态提升，优化产业布局和结构;促进商贸流通体制改革，推进连锁经营、商业特许经营、物流配送等现代流通方式发展。 (三)推进现代市场体系建设，推动商贸服务平台建设;指导商业网点规划和商业体系建设，推动商务领域信用体系建设;拟订并组织实施会展、电子商务、商贸服务等发展规划和措施;促进贸易增长方式转变，推动电子商务服务体系和平台建设。 (四)指导服务全区金融业发展，提出改善我区金融发展环境、促进金融业发展的意见和建议;加强与辖区各类金融机构的联系服务工作;配合广州国际金融城建设发展工作;负责开展金融招商，引导银行业金融机构对实体经济、中小微企业的融资服务。 (五)负责本区整顿和规范商贸流通市场经济秩序的相关协调工作，贯彻规范市场运行、流通秩序的政策措施;负责商务综合行政执法工作;负责推动特种商贸业发展，依法对特种商贸业进行监督检查;负责食盐、单用途商业预付卡等行政管理;落实再生资源回收行业发展规划和促进政策。 (六)负责落实中小微企业和民营经济发展的政策、法规，协调相关部门对中小微企业和民营经济发展进行指导和服务;提出促进中小微企业和民营经济发展的意见措施。 (七)负责全区招商引资的统筹和指导工作，拟订招商引资计划并组织实施;参与制定改善投资环境的政策措施;承担内外资投资项目的招商和跟踪服务工作;依法管理外商投资企业和项目有关事项，监测分析外商投资状况。 (八)负责全区对外贸易经济合作工作，监测分析进出口状况，进行预测引导;拟订并组织实施促进有关对外贸易及投资、经济合作、服务贸易进出口、服务外包等发展计划和措施;协助市开展对外经济交流工作和公平贸易相关事务。 (九)负责组织全区旅游整体形象的宣传和推介;会同有关部门做好区内旅游资源普查工作;推动旅游资源的开发和宣传推广;落实旅游行业标准和规范。 (十)承办区委、区政府与上级主管部门交办的其他事项。
