广州工业经济联合会、广州市企业联合会、广州市企业家协会分别成立于1988年、1984年和1985年，是以全市各类企业单位为主体，吸收其他社会组织以及专家、学者、新闻工作者等参加，自愿结成的全市性、综合性、枢纽型、非营利性社会团体。2000年1月，经市政府主管部门批准，三个机构合署办公，简称：广州“三会”。 广州“三会”是广州各类行业协会、商会，各类企业（国有、民营、合资）等企业的联合体，覆盖全市60多家行业协会，拥有10万多直接和间接会员，是广州市规模较大，实力较强、影响力较大的社会组织机构。下属机构广州市中小企业服务中心致力关注中小企业发展成长。广州“三会”以“开拓进取、诚挚服务”为宗旨，切实发挥“维权、宣传、交流、培训、对接”五大功能作用，在政府与企业、企业与企业、企业与社会之间起到桥梁纽带作用。
